Opportunity awaits! The Oregon Department of Human Services is seeking a collaborative and mission-driven Operations & Policy Analyst to join the Office of Training, Investigations and Safety (OTIS).
Our Investigations Unit is a dedicated team working across the state to protect vulnerable individuals by ensuring reports of abuse and neglect are addressed with care, integrity, and urgency. In this role, you’ll help lead critical initiatives, support high-impact investigations, and partner with internal and external stakeholders to strengthen systems that keep Oregonians safe.
Summary Of Duties
As an Operations and Policy Analyst 3, you will:
• This position leads and supports key projects, screening coordination, and data analysis for the OTIS Investigations Unit. The role manages projects from planning through completion, helps improve processes using Lean methods, and tracks progress through data and performance reporting.
• A core responsibility is overseeing daily screening of child abuse reports, reviewing cases, guiding staff, making screening decisions, and assigning investigations. The position also serves as a liaison with partners such as the Child Abuse Hotline and law enforcement, while handling sensitive and confidential information.
• This role provides leadership to screening staff, develops training and performance tools, and uses data to identify trends, improve practices, and support decision-making. It also prepares reports, briefings, and recommendations for leadership.
• In addition, this position plays a key role in policy development and analysis. Responsibilities include researching and writing policy, supporting legislative and rulemaking processes, coordinating with stakeholders, and helping implement program and system improvements. The position ensures policies and procedures align with laws, rules, and agency goals, and helps drive continuous quality improvement across the program.
Minimum Qualifications
• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work, OR;
• Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Essential Attributes
We are looking for candidates with:
• Experience in coordinating and overseeing child abuse complaint review and investigative assignments: Managing the intake and assessment of reports, making timely and appropriate assignment decisions, and ensuring alignment with policy and child safety priorities.
• Experience in promoting and supporting a respectful, inclusive, and discrimination-free workplace: Contributing to a diverse workforce, modeling inclusive practices, and addressing behaviors that do not align with equity and professional standards.
• Experience in serving as a liaison with external partners: Collaborating with entities such as the Oregon Child Abuse Hotline and law enforcement to ensure effective communication, coordination, and case handling across agencies.
• Experience in developing programs, policies, and legislative proposals in collaboration with stakeholders: Working with community partners, advocates, and staff to design, analyze, and implement policy and program changes, especially when balancing differing perspectives.
• Experience in handling confidential and sensitive information: Managing sensitive case details and personnel-related information with discretion, professionalism, and adherence to privacy requirements.
