The State of Maine's Department of Administrative and Financial Services is seeking a Senior Programmer Analyst to join their Office of Information Technology. This role involves high-level application systems analysis and design, focusing on developing solutions using Microsoft Power Platform technologies to address complex business problems.
Responsibilities
- Support platform maturity and integration of application lifecycle management within the Power Platform – environments, solutions, automation and delivery
- Design, develop, and implement solutions using Power Apps (Canvas and Model-Driven), Power Automate, and Power BI
- Lead the development of scalable and reusable components within Dataverse
- Develop integrations between Dynamics, Power Platform, and external systems using APIs and Azure services
- Establish and enforce best practices for architecture, governance, and DevSecOps
- Collaborate with business stakeholders to translate functional requirements into technical solutions
- Develop, design, and implement automated applications built upon the Low Code technologies
- Design, code, test, deploy, maintain, enhance, and support software systems
- Produce designs and other technical documentation
- Contribute across all phases of the software development life cycle
- Provide hands-on technical expertise to design and implement Power Platform based solutions satisfying customer requirements
- Support application lifecycle management using Microsoft Azure DevOps, including CI/CD pipelines
- Lead technical design sessions, code reviews, and mentoring of junior developers
- Ensure solutions meet security, compliance, and performance standards
Skills
- Must have a minimum of 4 years' experience working directly with the Microsoft Power Platform and Microsoft Dynamics applications
- Hands-on experience with Power Apps and Power Platform technical solutions
- Work experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environment
- Strong understanding of integration patterns and data architecture
- Experience with Azure services (Functions, Logic Apps, Service Bus)
- Demonstrated experience delivering enterprise-scale solutions
- Familiarity with Agile project management and sprint planning
- Ability to work independently as well as collaboratively on cross-functional teams
- Highly skilled in interpersonal and verbal/written communications, presentations, math, analytical and problem-solving skills
- Experience in designing complex common data models
- Intermediate to advanced knowledge of relational database concepts
- Experience in using OOTB connectors for Power Apps and Power Automate
- Will be proactive in staying up to date on the latest updates to the Power Platform, as well as future roadmap features announced in Microsoft's wave plans
- Experience in design and development of Canvas and Model-driven Power Apps by utilizing Microsoft Dataverse, SharePoint, or other databases as the backend data storage model
- Knowledge of all phases of the software development life cycle, as well as the project development cycle
- Core Skills: Power Apps, PowerBI, Microsoft DataVerse (CDS), Power Automate, .Net-C#, SQL, Rest/SOAP APIs, JavaScript
- Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management
- Must be comfortable working directly with end-user community to capture, refine, and verify business requirements, translate those requirements into technical tasks, and implement them into application processes
- Must be able to accomplish tasks in a timely manner with limited supervision
- Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Masters Degree in Computer Science may be substituted for one (1) year of programming experience
