ABOUT THE ROLE
The VP, Consumer Compliance and Advisory is a strategic leadership role responsible for consumer lending and deposit compliance advisory across MVB's direct banking operations and extensive fintech partnership ecosystem. This role provides sophisticated regulatory interpretation and strategic guidance for consumer lending products, deposit products, and payments services delivered through both traditional channels and Banking-as-a-Service (BaaS) partnerships.
As the bank's senior consumer compliance expert, this VP leads strategic advisory for fintech lending partnerships, ensuring sponsor bank responsibilities are met while enabling innovation. The role requires deep consumer lending regulatory expertise (TILA, RESPA, ECOA, HMDA) combined with practical fintech partnership and Banking-as-a-Service experience. This position reports to the SVP/Head of Compliance Advisory & Risk and is a critical member of the Advisory leadership team with significant executive exposure.

DUTIES AND RESPONSIBILITIES
Strategic Leadership & Organization
Lead Consumer Compliance Advisory function as part of Compliance Advisory & Risk organization
Manage team of professionals including Consumer Lending Compliance, Deposits & Payments Compliance, CRA, Fair Lending and Complaint Management
Develop and mentor Advisory team focused on strategic thinking and business partnership
Build advisory culture that enables business growth while ensuring consumer protection
Fintech Partnership Compliance Advisory
Lead consumer compliance due diligence and advisory for all fintech lending, BaaS, and payments partnerships
Review and approve partner loan programs, underwriting criteria, pricing, disclosures, and servicing practices
Assess TILA, ECOA, UDAAP, RESPA, and state lending law compliance for partner programs
Conduct comprehensive review of partner marketing materials, applications, and customer communications
Establish consumer compliance requirements for partnership agreements (SLAs, monitoring, reporting)
Design ongoing consumer compliance monitoring frameworks for active fintech partnerships
Review partner complaint data monthly and identify systemic consumer compliance issues
Sign off on consumer compliance approval for high-risk partnership onboarding
Monitor CFPB guidance on sponsor bank responsibilities and adjust frameworks accordingly
Present fintech partnership consumer compliance risk to executive management
Design fair lending risk assessments for lending products in coordination with CRA & Fair Lending
Interpret UDAAP requirements for lending products and practices
Review FCRA compliance for credit reporting and prescreened offers
Create advisory playbooks and implementation guides for Operations execution
Product Review & New Initiative Advisory
Review consumer compliance implications for all new consumer lending, deposit, and payment products
Conduct comprehensive compliance assessments for new product launches
Provide pre-launch advisory on product features, pricing, disclosures, and marketing
Design compliance monitoring approaches for new products
Advise on competitive product positioning within regulatory constraints
Balance innovation enablement with consumer protection requirements
Regulatory & Risk Management
Conduct annual Consumer Compliance Risk Assessment covering products, channels, and partnerships
Manage FDIC and state banking regulator exams
Maintain proactive relationships with regulatory agencies
Escalate material consumer compliance risks to SVP/Head of Advisory and CCO
EDUCATION & WORK EXPERIENCE
10+ years consumer lending compliance experience (TILA, RESPA, ECOA, HMDA, state lending laws)
5+ years fintech partnership, sponsor bank, or Banking-as-a-Service compliance experience
VP or Director-level consumer compliance leadership, managing staff
Direct examination management experience (led exams, not just participated)
Experience reviewing and approving consumer lending products
Experience with both direct consumer lending AND fintech partner programs
Regulatory Expertise:
Deep expertise in TILA, RESPA, ECOA, HMDA, UDAAP (can interpret novel applications)
Strong knowledge of Reg E, Reg CC, EFTA, FCRA, E-Sign Act
Understanding of state lending laws, licensing requirements, and rate caps across multiple states
Familiarity with fair lending requirements and statistical analysis methodologies
Leadership & Communication:
VP-level executive presence with credibility with C-suite, Board, and regulators
Exceptional ability to translate complex regulations into actionable business guidance
Business partnership orientation (enables vs. blocks)
Proven track record building and developing high-performing compliance teams
Education:
Bachelor's degree in Finance, Business, Law, or related field required
JD, MBA, or relevant Master's degree strongly preferred
Active CRCM (Certified Regulatory Compliance Manager) or CAFP certification required
PREFERRED QUALIFICATIONS
Consumer compliance leadership at sponsor bank
CFPB supervisory examiner or senior policy role
Built consumer compliance programs for fintech lending platforms or digital banks
Led consumer compliance through consent order or regulatory enforcement (successful remediation)
Experience with marketplace lending, BNPL, or embedded finance partnerships
Advanced fair lending statistical analysis capabilities
