About the position Global Risk and Security (GR&S) at Vanguard enables business strategy by protecting client and firm interests while stewarding a strong, forward‑looking risk culture. Within GR&S, the Enterprise Security and Fraud (ES&F) organization safeguards Vanguard’s crew, property, data, and client assets worldwide, partnering closely with business and technology leaders to deliver modern security and fraud capabilities in a rapidly evolving risk landscape. The ES&F Strategic Operations team supports this mission by turning strategy into action—driving alignment across six global departments and strengthening integration with GR&S and Information Technology (IT). Operating within Strategic Operations, the Strategic Workforce Planning Manager partners closely with ES&F senior leadership, HR, and Finance to translate priorities into actionable workforce plans. This role starts with a mix of project‑based and operational workforce work, and evolves into a more strategic, oversight‑oriented role as foundational capabilities are built. It is a senior‑facing role, with regular interaction with the CISO and ES&F leadership, both in person and through executive deliverables. Responsibilities • Develop and maintain a multi-year workforce strategy aligned to E&SF and strategic priorities. • Partner with HR on strategic talent planning, capability alignment, and location strategy. • Build and evolve workforce metrics and reporting, translating data into insights and recommendations for senior leadership. • Partner closely with Finance to align headcount planning to budget, ensuring clear linkage between talent decisions and financial outcomes. • Support and mature ES&F workforce planning by developing, implementing, executing, and ultimately overseeing workforce processes and governance. • Advance early‑talent and pipeline strategies by coordinating enterprise programs and external partnerships. • Enable ES&F crew engagement initiatives by helping coordinate and scale programs that strengthen culture, collaboration, and sense of belonging across the subdivision. • Drive continuous improvement of workforce planning processes, tooling, and governance. • Develop executive-ready narratives that translate data into clear decisions. • Participate in and/or lead special workforce focused projects and perform other activities as assigned. Requirements • Minimum of eight years of experience, including at least three years in workforce planning, strategy, finance, or a closely related discipline. • Undergraduate degree or equivalent experience required. • Deep workforce planning expertise, with comfort operating in a role that includes hands‑on and operational work, particularly in earlier phases. • Proven experience linking talent and headcount decisions to budget and financial outcomes. • Strong analytical capability, with the ability to translate data into clear insights and practical actions. • Demonstrated ability to influence senior leaders through consultative partnership and executive‑ready communication. • Ability to manage multiple concurrent workstreams, balancing execution with longer‑term strategic thinking.
