This position is contingent upon contract award
Responsibilities:
Participating in the full application life cycle for the Medicaid Enterprise Systems Hub (MESH): architecture, design, development, testing, and deployment, with end-to-end ownership of complex features
Writing, testing, and deploying high-performance, reusable, and reliable Apex code that powers MESH submission, review, approval, MDBT, and reporting workflows
Creating and customizing Lightning Web Components (LWC) and Lightning pages to enhance both the internal CMS interface and the external State Medicaid Agency (SMA) portal, ensuring consistency across the dual-interface architecture
Designing data models and implementing Salesforce objects, including custom objects, fields, and relationships, that support APDs, contracts, vendors, projects, certifications, the Master Detailed Budget Table (MDBT), and integrated state profiles
Performance-engineering Salesforce applications using code optimization techniques, modular development practices, lazy loading, query analysis and optimization, caching solutions, and asynchronous workflows that respect Salesforce governor limits
Leading options analyses, proof-of-concept implementations, and validations for proposed solutions including AI-assisted submission analysis, T-MSIS bidirectional integration, configurable workflow templates, and Microsoft 365 integration
Identifying risks, managing change, and designing cloud solutions that are efficient, scalable, secure, and aligned with CMS ARS 5.1, FedRAMP Moderate, and CMS Salesforce SEI Center of Excellence governance
Gathering technical requirements, decomposing user stories, and translating dependencies for the technical delivery team
Working closely with designers, engineers, and the Senior Business Analyst to gather and implement product, front-end, and back-end requirements, including Section 508 / WCAG 2.0 AA accessibility
Designing and reviewing REST and SOAP integrations between Salesforce and external systems including T-MSIS, MBES/MacFin, Microsoft 365, CMCS DataConnect, and Power BI
Assisting users with troubleshooting and resolving platform issues, supporting Tier 2 and Tier 3 escalations from the Technical Support team
Participating in agile processes including daily stand-ups, demos, retrospectives, and sprint planning
Documenting development processes, technical designs, and architectural decisions in CMS-approved tools (Confluence, GitHub) to ensure team coverage, code maintainability, and successful contract transition
Staying up to date on Salesforce trends, releases, new features, and product roadmaps, including reviewing and signing off on product compatibility with upcoming Salesforce releases
Setting and enforcing Salesforce best practices and coding standards that promote code reusability, maintainability, performance, and security
Implementing mature unit and integration testing to achieve and sustain the 90% automated test coverage required by CMS deliverable standards
Leading cross-team collaborations and disseminating information through knowledge-sharing sessions and communities of practice (including the MACBIS HCD CoP)
Leading and enforcing an automation-first approach to reduce manual configurations within the Salesforce platform using custom Apex scripts, Robotic Process Automation, and declarative tooling
Supporting hiring efforts for the program, including conducting résumé screens, technical interviews, and culture-and-values assessments
Coaching, mentoring, and managing a team of Salesforce Developers as direct reports
Requirements
Required Qualifications:
All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation
Bachelor’s degree in computer science, engineering, or related field
10+ years of relative experience in Salesforce development and engineering
Experience with web programming including HTML, CSS, and JavaScript
Experience building custom solutions on the Salesforce platform working with Lightning Web Components, Apex Triggers, Apex Classes, Visualforce, and SOQL
Experience working with Copado CI/CD pipelines and knowledgeable of Copado best practices
Experience building REST APIs for external system integrations
Experience with object-oriented programming design patterns and Salesforce data modeling best practices
Experience working on/with an Agile and SAFe team
Awareness of critical concepts in Security, DevSecOps, and Agile principles
Experience developing reporting and dashboards in Salesforce
Excellent presentation skills with the ability to collaborate with team members and business stakeholders
Excellent verbal and written communication skills
Experience working in multi-team development environments
Personnel management experience required
Desired Qualifications:
One or more Salesforce developer certifications: Platform Developer I, Platform Developer II, or Platform App Builder
Salesforce Certified Application Architect or System Architect
Copado Fundamentals I
Copado Fundamentals II is a plus
Experience with Salesforce Service Cloud, Experience Cloud, or Health Cloud implementation and development
Federal Government contracting work experience, particularly with CMS, MACBIS, or other HHS programs
Experience in multi-cloud architectures and AWS cloud development is a plus
Experience in civic technology and with government contracting is a plus
Working Environment:
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be less than 5% per year.
