Dexian is a leading provider of staffing, IT, and workforce solutions, and they are seeking an experienced Water Program Manager / Technical Program Manager to lead strategic water and wastewater programs across a large-scale data center portfolio. This role will drive sustainability initiatives, infrastructure execution, compliance management, and utility partnerships to support data center growth.
Responsibilities
- Own and execute multi-year water program roadmap aligned with infrastructure growth and sustainability goals
- Lead fleet-wide water conservation, wastewater management, regulatory research, and process improvement initiatives
- Develop and manage water/wastewater compliance programs including governance, audit readiness, and reporting frameworks
- Oversee water withdrawal agreements, wastewater discharge requirements, and regulatory compliance
- Manage relationships with utilities, municipalities, engineering teams, construction partners, and internal stakeholders
- Lead water infrastructure projects including design reviews, construction schedules, scope, budget, and quality standards
- Drive wet utility infrastructure execution across construction and operational environments
- Establish data governance processes for water/wastewater monitoring and analytics
- Use data analytics and business intelligence tools to support strategic program decisions
- Monitor water supply risks, policy changes, environmental regulations, and quality concerns
- Develop Water Mitigation Plans and Emergency Operating Procedures
Skills
- 12+ years of progressive experience managing water/wastewater infrastructure programs, including senior/lead-level roles
- Strong technical expertise in: Industrial water systems, Wastewater discharge, Water efficiency techniques, Water policy & permitting (US)
- Experience managing permitting and construction of water infrastructure projects
- Strong program management background leading large-scale cross-functional initiatives
- Ability to partner with Engineering, Construction, Operations, Sustainability, Finance, and external teams
- Excellent stakeholder management, communication, and relationship-building skills
- Bachelor's Degree in Civil Engineering, Environmental Engineering, or related field
- Experience with NPDES permits and industrial pre-treatment permits
- Experience working with US water/wastewater utilities
- Experience with water/wastewater infrastructure construction and operations for hyperscale data centers
- Master's / PhD in Civil or Environmental Engineering
- Professional Engineer (PE) License
