Note: The job is a remote job and is open to candidates in USA. NYC School Construction Authority (SCA) is responsible for overseeing the construction and management of public school buildings in New York City. The Senior Manager, Operations will assist in managing and directing staff and processes within the division, ensuring work is performed efficiently and to SCA quality standards.
Responsibilities

- Performs related tasks as assigned
- Oversee the coordination of project related activities among architects, engineers, construction management firms, subcontractors and government agencies in designated boroughs to ensure the quality and high standards of contract performance and compliance in both design and construction
- Recommend strategy and policy to senior management for the implementation of the capital program
- Participate in forming Authority procedures for construction from development to completion
- Plan, assign, monitor and evaluate the work performed by assigned staff and make recommendations regarding recruitment, hiring, promotion, reassignment and discipline
- Review of all assigned Senior Project Officer requests for revised Capital funding prior to submission to the Department of Education for approval
- Serve as a mediator to resolve special construction related problems which were not resolved at a lower authority level
- Approve some change orders and notices of directions and grants time extensions to contractors as part of the negotiation process
- Participate in the bid/award process with the Department of Education and Authority staff to develop scope and design documents for new capital projects and major renovations/repairs
- Regularly attend meetings and briefings involving Borough Presidents, United Federation of Teachers representatives, senior Project Management staff, and the Authority President
- Participate in negotiations with federal agencies, such as the Department of Housing and Urban Development, concerning the building of LYFE (child care) Centers by the Authority and involving the coordination of design requirements and project scope
- Participates in making division, department, and organization-wide information technology recommendations to the appropriate director
- Accountable for developing and implementing plans, programs, and projects for their area(s) of responsibility
- Supervises assigned information technology employees within a division or work group, as well as contract staff as needed
- Manages information technology consultants and vendors
- Participates in the Request for Proposals (RFP) process regarding information technology subjects
- Performs the duties of assigned staff when necessary
- Directs the Authority risk management and loss prevention programs. Selects appropriate techniques to minimize loss such as avoidance, loss prevention and reduction, retention, grouping of exposure units, and transfers. Develops alternative means of financing the risks and recommends courses of action to executive management
- Oversees the insurance program including renewal coordination, exposure collection, market analysis, loss analysis, enrollments, budgeting, and carrier/vendor payments
- Manages the claims process including claims team supervision, TPA, litigation, brokerage oversight, and resolution strategy
- Continually evaluates and optimizes the performance of the risk program through data mining, loss development, forecasting and contractor accountability modelling
- Minimizes the adverse effects of loss through pre-planning and pre-funding of all risk factors. Pre-funding includes the loss prevention and loss control activities that have, over time, proven useful in curbing losses
- Responsible for the management and supervision of the Authority's owner controlled wrap up insurance program
- Selects and directs activities of insurance, safety, engineering and loss prevention experts
- Identifies and evaluates the Authority liability through analyses of tort (civil) claims and settlements
- Analyses and classifies risks as to frequency and potential severity and measures financial impact of risk on the Authority
- Develops and implements measurable loss control systems
- Communicates loss control goals and objectives to executive management
- Provides guidance to all levels of management on risk management matters and insurance matters
- Prepares operational and risk reports for use by management, for all areas of the Authority's operations
- Plans, assigns, directs, monitors, reviews and evaluates the work of assigned managers and staff and makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline
- Update existing policies and, develop and write new policies, to ensure that policies integrate best in class insights, that they reflect current operations, and that employees have an accurate reference to guide their work
- Map, analyze and revise business processes to improve their efficiency and effectiveness
- Identify areas that may benefit from process improvement, and make recommendations to leadership
- Scan the external environment to collect best practices and/or practices most relevant to SCA to support policy development/refinement and process optimization. Assess relevance to SCA and integrate external insights into policy development and process improvements
- Plans, assigns, directs, monitors, reviews and evaluates work performed by staff and makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline
- Performs related duties as assigned
- Recommends policies and procedures related to schedule and budget monitoring and execution control for projects from design inception through completion
- Manages technical resources required to properly scope and design projects
- Serves as Engineer of record for assigned projects. Ensure projects are in compliance with all applicable codes and standards
- Coordinates with other Authority divisions to ensure that projects remain in compliance with their approved project plans and that the financial obligations of the projects reflect the Department of Education schedule and budget requirements as outlined in the appropriate Department of Education capital program
- Establishes and administers an integrated system for monitoring and tracking project execution
- Oversees Authority database to ensure accuracy of information provided and resolves issues related to established budgets or schedules
- Continually develops assigned staff and other Authority personnel with respect to managing scheduling and established Authority databases
- Organizes and establishes agendas for the Authority Program Review meetings held on a monthly basis
- In conjunction with other Division staff, prepares periodic reports as mandated by Authority enabling legislation, including, but not limited to, the Line Project Status Report (Trustee's Report), Extent of Completion Report and the Yearly Commitment Plan specifically with respect to scheduling and cost parameters of projects

- Analyzes issues relating to community and government relations and makes recommendations regarding the development of policy and procedures
- Serves as ombudsperson for a designated borough and is the main point of contact with the school community, community boards, and community and parents advocacy groups where the construction project is planned or under way
- Maintains liaison with each school district, community boards and parents and advocacy groups on specific school construction projects
- Chairs community liaison committees established for each major modernization, or new construction project and other projects
- Consults regularly with Construction Management staff to determine project status in order to inform committees and their representatives
- Serves as liaison to the City Council members; maintains ongoing dialogue with Council members and their staff to keep them informed on key issues involving the Authority
- Assumes the duties of the Director, Community Relations in his/her absence
Skills
- Baccalaureate
- Ten years of full time diverse experience in area of discipline; five years experience must have been in supervisory or management capacity; or a satisfactory combination of education and experience
- Weighted consideration may be given to New York State Professional Engineers, Registered Architects or candidates with knowledge or experience in: government safety or construction standards; managing complex personnel and technological issues; working effectively on a wide range of subjects, including policy formulation, budgetary control, scheduling and making highly technical operations decisions; dispute resolution, management and communications skills
