If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.** **Flexible work hours may be permitted with supervisor approval.** This position is responsible for providing leadership, oversight and direction for integrated behavioral health care models and related payment reform, including Behavioral Health Home (BHH), Certified Community Behavioral Health (CCBHC), and Officer Involved Community Based Care Coordination (OICC). The incumbent will lead staff in the expansion and development of integrated care models as statewide Medicaid benefits. The incumbent will supervise staff who analyze available data to set policy direction and recommendations as follows: provide strategic guidance to Department of Human Services (DHS) management, partners and providers, lead processes for legislative changes, communicate policy updates to staff, as well as internal and external stakeholders and partners, facilitate and coordinate continuous improvement activities to increase access to high quality services for Minnesotans and ensure a comprehensive culturally responsive integrated service system. The incumbent will work within the Behavioral Health Administration (BHA) and across divisions, administrations, and with external partners and stakeholders. As part of the Integrated Services Section Leadership Team, this position contributes to the division's management of fiscal expenditures, data, program evaluation, and quality indicators to recommend and implement policy changes to behavioral health services. The incumbent is responsible for the development of legislative packages and monitoring of the division's legislative initiatives, as well as the provision of technical assistance to BHA's legislative team on bills that influence the administration's mission relative to integrated behavioral health services and other program areas as assigned. This position develops management level strategies, and fiscal decision-making on cross-divisional activities for ongoing assessment of quality and value of services to identify gaps in the continuum of care. Shared responsibility leads to the improvement of existing, or development of new, treatment or support services for adults, youth and children with behavioral health conditions. Major projects needing contributory decision making include working across counties, tribes, providers and Managed Care Organizations (MCOs) in maintaining and creating services over the continuum, implementing integrated behavioral health treatment and primary care service models, identifying and implementing best practice models for integrating behavioral health treatment delivery, and building a strategy for the future delivery of services within Minnesota.
