Job Title: HR Business Operations & Labor Relations Partner

Worksite Status: Occasional
Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 50%—75% of the work is in office, and 25% – 50% is teleworking or off-site. Must work in the office fulltime to start.
Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
Position Overview:
The Human Resources Business Operations & Labor Relations Partner is responsible for executing the daily operational activities in the HR Department for the complete employee life cycle with specific attention towards onboarding and offboarding, performance management, employee relations, retention records, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. The Human Resources Business Operations & Labor Relations Partner will be responsible for employee and labor relations, documenting, creating, and maintaining SOP’s and building best HR practices. The successful candidate will have the following attributes: excellent accuracy and attention to detail skills, exceptional interpersonal skills, strong communication skills, detail-oriented, strong problem-solving and collaboration skills, able to work independently, and tech savvy.
Essential Job Functions:
Under the leadership of the HR Director, the incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:
• Performs all daily activities required to maintain the HR operational needs for the business, identifying gaps and making recommendations for process improvement to the HR Director. These operational programs include talent acquisition, compensation, benefits, leave management; performance management, employee relations, employee engagement, and training and development with specific focus on onboarding and offboarding, performance management, employee relations, records retention, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. Accurate data management is essential to success.
• Employee Relations: supports and responds to non-union employees on a daily basis with questions, concerns, to ensure consistent and fair application of TF policies, conducts investigations, and upholds the mission and values of TF while doing so.
• Labor Relations: on a daily basis, leads and supports grievance processes, conducts investigations, and resolves disputes in collaboration with the union and management; may participate in or support bargaining strategy development, preparing data, drafting proposals, or acting as a spokesperson during negotiations; and interprets, applies and administers collective bargaining agreements, including advising leaders on contract provisions.
• Provides HR support to managers on a daily basis.
• Maintains up to date job descriptions, HR forms, etc. in required sites.
• Talent Acquisition: Posts open positions. Works with the external/internal recruiter or may recruit for positions to include initial screening of resumes and conducting initial screening interviews. Drafts offer letters for review. Conducts pre-employment background check and reference checks in accordance with Training Fund standards and policies. Responds to applicants, candidates and hiring managers as appropriate, escalating when necessary to the HR Director for handling.
• Maintains accurate tracking and reporting for all HR operational activities.
Responsible for tracking and documenting compliance with mandatory and non-mandatory training and employment posters and reporting. May coordinate and conduct on-site trainings, continuing education, and work assessments.
• Serves as main point of contact to answer questions from applicants and employees related to standard policies, benefits, hiring processes, etc.; refers more complex questions to the HR Director.
• Accountable for quality assurance of all HR data, employee files, records, documentation and responsible for performing in the moment quality checks and quarterly audits of HR files and records to ensure that all required documents are collected and filed appropriately.
• Responsible for HRIS implementation data entry and quality assurance.
• Schedules and conducts new hire orientation. Collaborates with hiring managers and support functions to ensure onboarding plans are developed prior to a new hire starting.
• Follows up to ensure onboarding plans are being adhered to. Includes inputting data for new hires into HRIS.
• Ensures a smooth, complete and efficient offboarding process is followed.
• Works effectively with third party vendors. Provides feedback and direction appropriate to the decision-making authority granted to this position.
• Ensures all benefit vendor systems are up to date and accurate with employee information.
• Maintains the integrity and confidentiality of human resource files, records, and conversations.
• Works cross-functionally with Accounting, Finance, and IT to improve services for employees and makes recommendations for improvements.
• Performs other duties as assigned.
Educational Requirements:
Bachelor’s degree in human resources, Business Administration, Communication Studies or related field required.
HRCI or SHRM certification desired, not required.
Compensation: $80,109-$101,886 (DOE)
