Role Description
The purpose of the OST Representative is to provide oversight of county administration of the Medicaid programs that provide services for all families served at the county level through the NC FAST system and to ensure that all benefits are issued in a timely, accurate, and efficient manner.
Major functions of the OST program representative include:
• Management Consultation:
• Consults with DSS supervisors and directors.
• Identifies program needs and understands county department organizational structure.
• Uses human resources methodology for assessing staffing needs.
• Advises counties on problem solving and restructuring work assignments.
• Involved in planning for changing community needs and program growth.
• Conducts joint meetings to promote better internal communication.
• Teaches supervisory skills through various methods.
• Ensuring Program Compliance and Promoting Program Improvement:
• Ensures county staff understand and apply program manual policy.
• Reviews and enhances policy, interprets new policy during county visits.
• Develops corrective action plans with counties when problems are identified.
• Monitors and evaluates corrective action plans.
• Training:
• Identifies, coordinates, and delivers needed training across programs.
• Evaluates training needs and develops training materials.
• Conducts training sessions and evaluates effectiveness.
• Ensuring Compliance with Application and Recertification Processing Standards:
• Monitors county performance monthly to ensure compliance with federal standards.
• Other Functions and Tasks:
• Administers all Medicaid programs at the state level.
• Prepares written materials including reports and correspondence.
• Assists with resolving Medicaid Help Center tickets.
• Oversight of County Administration of NC FAST System Technology:
• Provides onsite system support and guidance on the NC FAST case management system.
• Assists with Help Desk support and classroom training activities.
• Tracks progress and measures user success in navigating NC FAST.
Qualifications
• Master's degree in a discipline relative to the program and four years of related experience; or
• Bachelor’s degree in a discipline relative to the program area and six years of related experience; or
• An equivalent combination of education and experience.
Requirements
• Comprehensive knowledge of management principles, resource allocation, supervisory practices, and coaching techniques.
• Strong understanding of Medicaid program structure, financing, policies, and regulations.
• Skilled in mediation and conflict resolution.
• High level of accuracy and attention to detail.
• Effective communication and training abilities.
