Job Title: GIS Solution Engineer / Developer

Job Responsibilities
Implementation & Development
• Implement approved enterprise GIS architecture in OIG pre-production and production environments; configure and fine-tune ESRI and AWS components
• Develop Infrastructure as Code scripts (Terraform, Python, PowerShell) to automate deployment and maintenance of GIS environments
• Build and optimize geospatial databases, services, and applications supporting healthcare claims analysis
• Develop automated geocoding scripts/tools for monthly incoming data and billions of existing warehouse records using AWS Location Service, ESRI tools, or Databricks
Data Pipeline Development
• Create processes to convert tabular business information into spatial data and load into Enterprise Geodatabase
• Develop graph data creation pipelines to represent entities (patients, providers, hospitals) and relationships from healthcare claims data for link analysis
• Embed geocoding and graph conversion processes into ETL pipelines or design standalone processes executed post-ingestion
• Integrate ESRI GeoAnalytics Engine with Databricks for large-scale spatial processing
Application Support
• Support development of GIS dashboard/Web-GIS application with charts, graphs, and maps for spatial representation of claim data
• Assist in building web-based graph data dashboard for link analysis of fraud, abuse, and waste networks
• Troubleshoot client issues related to Esri application deployment, system architecture, and data integration
Qualifications
Education & Experience
• Bachelor's degree in GIS, Computer Science, Geography, or related field
• 4-6 years of experience with Esri technology: creating maps, spatial analysis, configuring web applications
• 2+ years’ experience with cloud platforms (AWS preferred) and Infrastructure as Code practices
• Must be eligible for and maintain a Public Trust background clearance; must qualify for a government-issued ID badge (PIV card)
Technical Skills
• ESRI Stack: ArcGIS Enterprise 11.x, ArcPy, ArcGIS Pro, Geodatabase design, GeoAnalytics Engine, GeoAI tools
• Cloud Platforms: AWS (EC2, S3, RDS, Lambda, Neptune, Location Service), IAM, VPC, CloudFormation/Terraform
• Databases: Amazon Redshift with RA3 nodes for storing dimensional Data Warehouse data. Microsoft SQL Server (for IBM InfoSphere DataStage, IBM Cognos Metadata repository on Windows Amazon EC2 instance)
• Programming: Python (ArcPy, Pandas, GeoPandas), SQL, JavaScript/TypeScript, REST/SOAP APIs
• Data Engineering: ETL/ELT pipelines, IBM InfoSphere DataStage
Preferred Certifications
• Esri Technical Certification: Desktop Associate or Enterprise Administration
• AWS Certified Developer – Associate
