Director – Consulting, Medicaid

Job Description: • Drive high-quality project work for state Medicaid agencies and other clients focused on Medicaid policy and programs. • Lead and manage multiple complex projects end-to-end, setting strategy, adhering to scope and budget, overseeing staffing, and guiding high-quality team execution. • Apply in-depth knowledge of Medicaid policy and operational principles to project work, including those related to Medicaid market intelligence, Medicaid authorities, delivery systems, payment and financing strategies, and program implementation.  • Lead Medicaid policy research efforts to assess federal and state program environments, evaluate the impact of policy and program changes on states, and develop practical recommendations for policy design and implementation.  • Create polished, client-ready deliverables—compelling PowerPoint presentations, memos, reports, policy briefs, and others—with clarity, precision, and insight.  • Identify new project ideas and opportunities to increase value for current projects. Manage and mentor individual staff and/or project teams to ensure timely execution for projects by ensuring accuracy of their work products, providing constructive feedback, and proactively identifying opportunities for growth and development. • Contribute to ATI’s thought leadership, including external publications, presentations, data analysis synthesis, and commentary on policy and market trends. • Serve as a key point of contact for clients (including executive leaders) across multiple projects, building and maintaining client relationships. Requirements: • Graduate degree preferred (public policy, public health, public administration, business, economics, or related field). • At least 8 years of relevant experience in Medicaid programs or consulting for Medicaid programs, with a strong preference for management experience at a consulting firm. • Strong analytic skills with a proven ability to synthesize state and federal Medicaid requirements, qualitative and quantitative research, and data and program assessment findings into strategic and/or operational recommendations. • Strong project management skills, with the ability to lead projects and teams, design and execute projects, and mentor junior team members. • Exceptional verbal and written communication skills for developing and delivering high-quality, client-ready deliverables. • Proven experience in engaging directly with clients and state leaders, including presenting findings and facilitating discussions. • High initiative and professional maturity, with a strong sense of ownership. • Demonstrated Medicaid subject matter expertise with proven experience applying it as technical assistance to state Medicaid programs, including topics such as: payment and delivery system reform; federal state plan and waiver authorities; Medicaid managed care contracts and procurements; Medicaid payments and financing approaches; complex care such as LTSS/HCBS and behavioral health; and hands-on program implementation of Medicaid initiatives.
